Lin-gang Special Area looks to develop talent hub

Lin-gang Special Area has launched a plan to build an industrial online university and 10 industrial practice centers, select 100 "Lin-gang craftsmen", train 1,000 "Lin-gang apprentices" and 10,000 frontline workers, and recruit 10,000 highly skilled personnel in key industries within three years (2020-2022).

Under the supervision of Lingang Group, well-known universities such as Fudan University and Jiao Tong University and local Lin-gang universities will cooperate with major firms in Lin-gang Special Area to develop an online industrial university. The university will work to meet the needs of industries, enterprises, and employees, offer online classes, and carry out advanced research and training programs for urgently needed personnel.

In addition, Lin-gang Special Area will build 10 industrial practice centers over the next three years with the help of colleges and vocational training institutions. Qualified centers will be awarded by the Shanghai federation of trade unions, the Shanghai Municipal Human Resources and Social Security Bureau, and the Lin-gang Special Area Administration. They will formulate systems for training skilled workers that take into account the needs of both industries and firms. Lin-gang Special Area will subsidize the purchase, renovation, and maintenance of training equipment for the centers, as well as the consumption of raw materials, the development of courses and textbooks, and the cost of teacher training.

The area will focus on four key industries: - integrated circuits, artificial intelligence, biomedicine, and aerospace. Within three years, 100 highly skilled personnel in the four industries will be selected as "Lin-gang craftsmen" and receive a bonus from the Lin-gang Special Area Administration. A "green channel" for the selection of "Shanghai craftsmen" and preferential policies for household registration will also be granted to Lin-gang craftsmen.

Lin-gang Special Area also plans to expand training for skilled personnel and train 1,000 "Lin-gang apprentices". Lin-gang craftsmen will be appointed as teachers of "Lin-gang apprentices". Trainees can attend a vocational skills appraisal session or take a final examination after their apprenticeship training. Those that pass will obtain a corresponding national vocational qualification certificate.

Furthermore, the area will introduce staff competitions related to new technology, new materials, new products, new standards, and new processes every year. It will use the competitions to help cultivate more highly-skilled workers.

Highly-skilled reserve talent in major industries will receive vocational qualification certificates or skill level certificates issued by the municipal human resources and social security bureau, as well as special subsidy support, after they pass targeted training courses.
