Shanghai Municipality issued 50 articles in Opinions on the Implementation of Preferential Policies to Boost High-quality Development of Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone, which covers everything from fiscal, taxation and financial policies to talent housing security policies. It proposes to increase the delegation of power to Lin-gang Special Area Administration, optimize the policy on direct settlement of talents in Lin-gang Special Area and shorten the transitional period from the residence permit to the household register.

Lin-gang Special Area Administration issued Several Measures for Supporting the Financial Sector's Innovative Development in Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone, which contains a series of supportive policies for financial institutions. The targets of the support include licensed financial institutions, new financial agencies, investment enterprises and functional financial institutions. When the paid-in registered capital of a licensed financial institution reaches a certain scale, it shall receive a move-in reward of 60 million yuan maximum.

Lin-gang Special Area Administration issued Several Policies for Promoting Industrial Development and Several Measures for the Concentrated Development of the Integrated Circuit Industry, Artificial Intelligence Industry, Biomedicine Industry, Aviation and Aerospace Industry.

  • In the 10 measures for the concentrated development of the IC industry, the highest reward for an eligible enterprise is 30 million yuan.

  • In the 10 measures for the concentrated development of the AI industry, the highest reward for an eligible project is 20 million yuan.

Lin-gang Special Area Administration issued Several Measures for Supporting Talent Development in Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone, in which 48 measures in seven aspects were put forward. The measures are meant to increase the introduction of domestic talents, promote the introduction of overseas talents, strengthen housing guarantees for talents, implement special rewards for talents, intensify the cultivation of talents, gather human resources service agencies and optimize the talent service environment.
